The eNB likely hit a config error and stopped progressing.
Example error you might see:
/srv/slapgrid/slappart0/etc/enb.cfg:63: a neighbour cell EARFCN 2540 PCI 260 is already defined

The PCI (Physical Cell ID) is duplicated in your neighbor list (or between serving/neighbor cells). EARFCN can be the same, but each PCI must be unique within the relevant area to avoid PCI collision/confusion.
To fix:
- Open your cell instance trees and review cell/neighbor configs.
- Ensure every LTE cell (serving and neighbors) has a distinct PCI.
- Keep EARFCN as needed; just change the conflicting PCI.
